ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Recruit, hire, and supervise all residential staff, including direct oversight of three Assistant Residential Directors. Provide coaching, mentoring, performance management and evaluations that align with organizational goals.
2. Ensure all staff complete and maintain required trainings in compliance with OPWDD regulations and agency policy. Foster a positive work environment through ongoing training, professional development, and recognition. This position requires the same training and recertification as a DSP, excluding Medication Administration.
3. Stay current on OPWDD regulations and ensure departmental compliance. Oversee incident reporting, IRMA entry, internal investigations, and timely follow-up.
4. Develop, implement and enforce policies and procedures that ensure consistent operations across all homes, aligning with OPWDD and agency standards.
5. Monitor and enhance service quality through departmental audits and data reviews. Collaborate with the Chief Operating Officer and Chief Compliance Officer on continuous improvement initiatives.
6. Review staffing schedules to ensure adequate coverage. Ensure outings are meaningful and based on residents' interests and abilities.
7. Maintain a consistent presence in the homes, providing on-site support, hands on training, and occasional shift coverage as needed. Build strong relationships with residents and staff.
8. Lead preparations for and participate in OPWDD or other external agency audits. Address citations or concerns promptly and develop Plans of Corrective Action in collaboration with leadership.
9. Keep the COO, Chief Compliance Officer, and CEO informed of all significant occurrences within the residential department.
10. Promote health, safety, independence, inclusion, and protection of individual rights.
11. Ensure that all homes are safe, well-maintained, and in compliance with all safety codes, including fire safety. Oversee completion of fire drills and correction of identified hazards.
12. Coordinate with internal and external providers to ensure residents receive necessary supports. Collaborate with day program staff for continuity of care.
13. Lead regular management meetings and attend relevant team and agency meetings, including Life Plan and interdisciplinary reviews.
14. Maintain open communication with family members, advocates, legal guardians, and support teams.
15. Develop and manage the residential budget in collaboration with administrative staff. Monitor home budgets, approve purchases, and ensure financial accountability, including oversight of resident personal funds.
16. Complete, review, and share reports- weekly, monthly, quarterly, and annually. Analyze data, identify trends, and implement programmatic improvements based on findings.
17. Ensure accurate and timely documentation of services for billing. Monitor records for compliance and report discrepancies promptly.
18. Work with the fleet coordinator to ensure residential vehicles are clean, safe, and properly maintained.
19. Actively participate in relevant committees including Compliance, Admissions, Human Rights, Incident Review, Behavior Review, and Physical Restraint Committees.
20. Manage the on-call system to ensure 24/7 support coverage. Maintain and distribute the on-call calendar and participate in the on-call rotation
21. Perform other duties or projects as assigned.
22. A one-month notice is required for voluntary resignation
SUPERVISORY RESPONSIBILITIES
Directly and indirectly supervises approximately 140 employees across 12 agency-operated homes (10 IRAs, 2 Supported Apartments).
QUALIFICATIONS

EDUCATION AND/OR EXPERIENCE
Bachelor's degree in psychology, education, human services, or related field. Minimum four years'
experience supporting individuals with intellectual or developmental disabilities, including at least two
years in a supervisory or administrative role. Residential program experience required; OPWDD experiencepreferred. Education beyond a bachelor's degree may substitute for experience on a year-for-year basis.
LANGUAGE SKILLS
Ability to interpret technical and legal documents, respond to inquiries from various stakeholders, and
effectively present information to staff, families, and boards.
MATHMATICAL SKILLS
Competency with budgets, spreadsheets, and mathematical concepts such as percentages, ratios, and \
proportions
REASONING ABILITY
Ability to analyze data, solve problems, and draw sound conclusions, including interpreting technical instructions and managing complex variables.
COMPUTER SKILLS
Proficient in Microsoft Office 365 and Internet applications. Must become proficient in IRMA, CHOICES, Procurify, e3 Datis, and Therap for documentation and communication.
CERTIFICATIONS, LICENSES, REGISTRATIONS
Valid NYS driver's license is required.
PHYSICAL DEMANDS
The employee frequently sits and occasionally stands, walks, bends, and lifts. Must be able to lift
up to 50 pounds. Must be able to be certified in STAMP.
WORK ENVIRONMENT
Work is typically in a moderate-noise environment and requires flexibility in scheduling.

The rate of pay for this position is $85,000 annually.
