IPC Internal Control Specialist

ESSENTIAL DUTIES AND RESPONSIBILITIES

Documentation Review & Regulatory Oversight

  • Review and approve Staff Action Plans, ISP Programs and related documentation in Therap for accuracy, quality and compliance.
  • Ensure documentation reflects:
    • Person-centered principles and informed choice
    • Measurable and meaningful habilitative goals
    • Alignment with assessed needs and identified safeguards
    • Required interdisciplinary participation
    • Accurate service authorizations
  • Ensure documentation supports OPWDD billing requirements.
  • Identify deficiencies and return documentation to IPC's for correction with clear guidance and support for correction.
  • Monitor timeliness of annual and semi-annual Life Plan reviews.
  • Ensure Staff Action Plans are completed within required timeframes following Life Plan meetings and distributed accordingly.
  • Maintain up-to-date knowledge of OPWDD regulations, HCBS Waiver requirements, and administrative guidance.
  • Provide technical assistance to IPCs on goal development and outcome measurement.
  • Ensure planning documentation supports individual rights and safeguards.

Quality Assurance & PSR Management

  • Ensure compliance with 14 NYCRR Part 635 (Person-Centered Planning) and applicable OPWDD guidance.
  • Monitor and track completion of Program Service Reviews (PSRs) and verify corrective actions are implemented.
  • Maintain and monitor systems to ensure due dates are met.
  • Conduct routine documentation audits to ensure quality and regulatory compliance.
  • Identify documentation deficiencies and implement corrective strategies in partnership with the Director
  • Prepare documentation for internal and external surveys and audits as directed by the Director.
  • Committee Participation
    • Caseload Coverage & Operational Support
    • Interdisciplinary Collaboration

Psychiatric Services Coordination

  • Coordinate and attend psychiatric appointments as assigned.
  • Ensure psychiatric recommendations are accurately reflected in plan documentation.
  • Maintain documentation supporting behavioral and medication tracking and oversight requirements.
  • Collaborate with Nursing, Behavioral Health, and operational leadership to ensure implementation of psychiatric recommendations.
  • Serve as an active member of:
    • Human Rights Committee (HRC)
    • Behavior Review Committee (BRC)
  • Review submissions prior to committee meetings and provide corrective feedback.
  • Ensure documentation meets required regulatory standards prior to presentation.
  • Monitor follow-up actions from committee determinations.
  • Attend meetings, develop plans, complete in person visits, and complete other documentation coverage during IPC vacancies, leaves, or staffing shortages.
  • Support workflow stabilization during periods of high volume.
  • Assist the Director in addressing documentation backlogs.
  • Provide subject matter guidance to IPC staff regarding documentation standards and regulatory expectations (without direct supervisory authority).
  • Assist with training or re-training staff as needed.
  • Collaborate with IPC Training Specialist regarding skill development needs and training initiatives.
  • Work collaboratively with Residential, Day Services, Nursing, Behavioral Health, Compliance, and Finance.
  • Communicate documentation risks or compliance concerns to the Director.
  • Provide status updates to the Director.
  • Ensure that services that are delivered align with written plans and regulatory requirements.
  • Identify documentation trends that may impact compliance or revenue integrity.
  • Assist with notification related to incident reporting when requested by the director.

SUPERVISORY RESPONSIBILITIES This position does not have direct supervisory responsibility. May provide technical guidance to IPC staff regarding documentation standards and regulatory compliance.

QUALIFICATIONS

Education:
A bachelor's degree in human services, social work, psychology, or related field.

Experience:

  • Minimum of two years' experience providing services to individuals with intellectual and/or developmental disabilities.
  • Experience as an OPWDD regulated Plan Writer or oversight of OPWDD regulated program strongly preferred.
  • Strong knowledge of OPWDD documentation standards and billing requirements preferred.

Licensure:
Valid New York State Driver's License required. Occasional travel required.

The rate of pay for this position starts at an annual salary of $52,000. based on $25.00/hour or more depending on experience.
