Assistant Director of Community Services

SUMMARY

The Assistant Director of Community Services is responsible for the oversight, coordination, and quality assurance of community-based services including Self-Directed Services, Fiscal Intermediary (FI) Services, Community Habilitation, and Respite (Recreation and Family Support Services).

This position provides direct supervision to program leadership and staff, ensures compliance with Office for People with Developmental Disabilities (OPWDD) regulations, and supports the development and expansion of community services.

The Assistant Director plays a key role in fostering relationships with local school districts, families, and community partners to promote awareness of available services and support successful transitions into adult services.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Program Oversight & Operations

  • Provide direct supervision to:
    • Fiscal Intermediary Coordinator
    • Community Services Manager
    • Brokers/Plan Writers
  • Oversee the delivery of:
    • Fiscal Intermediary Services
    • Self-Directed Services
    • Community Habilitation
    • Respite (Recreation and Family Support Services)
  • Ensure all programs operate in compliance with OPWDD regulations, Medicaid requirements, and agency policies.
  • Monitor program capacity, enrollment, and service utilization; identify and address gaps in service delivery.
  • Support intake, enrollment, and service authorization processes as needed.

Quality Assurance & Compliance

  • Conduct regular audits of program documentation, billing, and service delivery to ensure accuracy and compliance.
  • Ensure timely completion and review of:
    • Life Plans/Habilitation plans
    • Billing documentation and unit tracking
    • OPWDD-required assessments and reports
  • Identify compliance risks and implement corrective actions.
  • Collaborate with internal departments (Compliance, Finance, HR) to ensure regulatory adherence.

Self-Direction & Fiscal Intermediary Oversight

  • Ensure FI services maintain accurate tracking of Personal Resource Allocations (PRA), expenditures, and reporting requirements.
  • Oversee systems that ensure individuals' budgets and services remain within approved plans.
  • Support staff in navigating complex self-direction regulations and service models.
  • Ensure coordination between FI services, brokers, families, and the business office.

Staff Supervision & Development

  • Provide leadership, supervision, and performance management for assigned staff.
  • Participate in hiring, onboarding, and training of new employees.
  • Ensure staff receive required OPWDD and agency training.
  • Conduct regular supervision meetings, performance evaluations, and coaching.
  • Foster a culture of accountability, teamwork, and person-centered service delivery.

Community & School Partnerships

  • Develop and maintain relationships with local school districts, educators, and families.
  • Provide education and outreach regarding available community services through The Arc Otsego.
  • Support growth of services through community engagement and referral development.

Administrative & Leadership Functions

  • Assist the Director with strategic planning, program development, and budget oversight.
  • Track and analyze program data, trends, and outcomes to inform decision-making.
  • Participate in internal and external meetings, including OPWDD-related forums.
  • Serve as a member of agency committees as assigned.
  • Act on behalf of the Director in their absence as needed.

QUALIFICATIONS

Education and/or Experience

  • Bachelor's degree in human services, social work, psychology, or related field required
  • Minimum of three (3) years of experience working with individuals with intellectual and/or developmental disabilities
  • Prior supervisory experience preferred
  • Experience with OPWDD Self-Direction and/or Fiscal Intermediary Services strongly preferred

Knowledge, Skills, and Abilities

  • Strong knowledge of OPWDD regulations, Self-Direction, and Medicaid-funded services
  • Ability to interpret regulations and apply them to program operations
  • Strong leadership, organizational, and problem-solving skills
  • Ability to manage multiple programs and priorities simultaneously
  • Excellent communication and relationship-building skills
  • Proficiency in Microsoft Office and agency systems (e.g., Therap, EVero)

Certifications, Licenses, Registrations

  • Valid NYS Driver's License with acceptable driving record
  • Completion of all required agency and OPWDD trainings

ADDITIONAL REQUIREMENTS

  • Ability to work a flexible schedule based on program needs
  • Travel within the community required, with mileage reimbursement  
  • This position requires a minimum of three (3) weeks' notice for voluntary resignation

The starting salary for this position is $65,000 annually.
